Accessibility Statement

This accessibility statement applies to the website CNC Building Control.

This website is run by CNC Building Control, a partnership of five local authority building control departments (South Norfolk Council, Norwich City Council, Broadland District Council, Borough Council of King’s Lynn & West Norfolk and Fenland Council). We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts using browser or device settings
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using a keyboard or speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible:

  • Most older PDF documents are not fully accessible to all users.
  • Some form fields (including the newsletter sign-up) are missing associated labels, so may not be accessible for screen reader users. We will add visible labels linked to each field. In the meantime, users can contact us directly to sign up for newsletter updates.
  • Some images, buttons and download links do not have helpful alternative text, so people using a screen reader may not understand what they do.
  • Some pages use headings incorrectly (for example, empty headings or skipped levels), which can make navigation harder with assistive technologies.
  • Some embedded content (iframes) does not have a descriptive title. This can make it hard for screen reader users to identify the content.
  • In some places, hidden or decorative elements receive keyboard focus, which can confuse keyboard and screen reader users.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

  • There’s no way to skip the repeated content in the page header, for example, a ‘skip to main content’ option. (WCAG 2.2: 2.4.1 Bypass Blocks)
  • It’s not possible for users to change text size without some of the content overlapping. (WCAG 2.2: 1.4.4 Resize Text, 1.4.10 Reflow)
  • Customers who navigate the site using keyboard only may experience difficulties because not all links have visible focus, the focus order can be unexpected and there is a keyboard trap due to the dynamic banners. (WCAG 2.2: 2.4.7 Focus Visible, 2.4.3 Focus Order, 2.1.2 No Keyboard Trap, 2.1.1 Keyboard)
  • Screen reader users may experience difficulties because the scrolling banner interrupts other content on the page. (WCAG 2.2: 2.2.2 Pause, Stop, Hide; 4.1.2 Name, Role, Value)
  • Users who need to resize the text may experience difficulties using the site because banners overlap content when text is resized and some areas of the page do not allow you to adjust font size. (WCAG 2.2: 1.4.4 Resize Text, 1.4.10 Reflow)
  • The light green and white colour contrast does not meet minimum requirements, so may be difficult for some people to see. (WCAG 2.2: 1.4.3 Contrast (Minimum))
  • Not all links are clearly labelled, so users may not understand what each link will do. (WCAG 2.2: 2.4.4 Link Purpose (In Context), 2.4.9 Link Purpose (Link Only))
  • There are images of text within downloads which won’t be readable by all users. (WCAG 2.2: 1.4.5 Images of Text)
  • Some images, icon buttons and download links are missing meaningful names. We will add accurate text alternatives and programmatic names. (WCAG 2.2: 1.1.1 Non-text Content, 4.1.2 Name, Role, Value)
  • Pages contain empty headings or skip heading levels. We will correct the hierarchy (H1 → H2 → H3) and remove empty headings. (WCAG 2.2: 1.3.1 Info and Relationships, 2.4.6 Headings and Labels)
  • Some inline frames do not include a descriptive title. We will add accurate titles. (WCAG 2.2: 4.1.2 Name, Role, Value)
  • Content is not consistently contained within semantic regions (for example, <main>) and some hidden elements can receive focus. We will fix ARIA landmarks and remove unintended focus targets. (WCAG 2.2: 1.3.1 Info and Relationships, 4.1.2 Name, Role, Value, 2.4.3 Focus Order)

We are working through these issues to correct where we are not compliant and have an accessibility action plan to improve. We will continue to update our accessibility statement to document our progress.

We have prioritised making any new documents that we publish compliant. All documents (PDF, Word format etc.) that are downloadable forms used for active administrative processes will be made compliant irrespective of their original publication date.

Disproportionate burden

We are reviewing whether any issues would be a disproportionate burden to fix. We will publish the outcome of this assessment here by 16 November 2026. In the meantime, we will prioritise fixes that unblock navigation and reading for assistive-technology users (for example, adding skip links, fixing banner controls and correcting keyboard focus).

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

We are also not required by the regulations to fix documents provided by third parties that are neither funded, developed by, nor under the control of CNC Building Control.

Any new PDFs or Word documents we publish will meet accessibility standards.

Live video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

Third-party content

We are not required to fix third-party content that’s under someone else’s control, if we did not pay for it or develop it ourselves. For example, social media ‘like’ buttons.

What we’re doing to improve accessibility

We have worked with South Norfolk and Broadland District Council to carry out an audit of our website and update our accessibility statement.

We will continue to work with South Norfolk and Broadland District Council and our website provider to ensure that our website templates and content are accessible.

South Norfolk and Broadland District Council are providing support to improve our knowledge and awareness of accessibility best practices for websites. We will approach improvement in the following way:

  • By 9 November 2026: Add “Pause/Stop/Hide” controls to all banners and work with our website provider to understand if they can support us to remove keyboard traps and correct focus order and visibility on templates.
  • By 23 November 2026: Work to fix heading structures on the top 50 pages, correct alt text for images, buttons and downloads, and then work with our website provider to understand if they can add “Skip to main content” on all pages and add titles to iframes.
  • By 4 January 2027: Work with our website provider to resolve contrast (brand colour palette) and reflow issues, relabel forms (including newsletter sign-up) and replace or rebuild priority “easy guide” PDFs as webpages.

Ongoing accessibility monitoring will be carried out using Siteimprove and manual checks. We will continue to update our statement after each release or within our annual audit cycle.

Preparation of this accessibility statement

This statement was prepared on 23 January 2026. It was last reviewed on 01 October 2026.

This website was last tested on 19 December 2025 to assess it against WCAG 2.2 Level A and Level AA, WAI-ARIA authoring practices and accessibility best practices. The test was carried out by South Norfolk and Broadland District Council.

The review process included:

  • an automated Siteimprove report to give an overview;
  • use of the Siteimprove browser plugin to support manual colour-contrast checks on key pages, including the homepage, search, landing pages and a sample of content pages;
  • manual testing to monitor performance and validate the automated results;
  • keyboard navigation checks on key pages; and
  • NVDA testing on key pages to sample how the website may function for screen reader users.
